The WNC Stockyards site is a 6.82-acre property located beside the French Broad River and adjacent to downtown Asheville.  There are currently eight buildings located on the property including a restaurant, antique auction warehouse, two storage warehouses, one tractor shed, one small office building, and two canopy structures housing livestock.  Historical property uses include residences, farmland, fairgrounds, tobacco market and warehouse, auto repair and painting shop, filling station, and livestock auction.

In January 2011, Altamont was contracted by the Land-of-Sky Regional Council’s Regional Brownfields Initiative under an Environmental Protection Agency Brownfields Grant to perform a receptor survey, Phase I Environmental Site Assessment (ESA), and, if necessary, Phase II ESA at the site.  Altamont completed the receptor survey and Phase I ESA in March 2011.  Based on an abundance of de minimis conditions on the subject property as well as the historic uses of the site and surrounding properties (e.g., a chemical vendor, junk yard, and auto repair shop), Altamont recommended a Phase II ESA for the site.  Altamont completed the Phase II ESA Work Plan, Quality Assurance Project Plan, and Health and Safety Plan, in accordance with the EPA and North Carolina Department of Environment and Natural Resources (DENR) guidance prior to beginning the site work.  Because a local quarry had deposited excess tailings on the property in the early 1900s, a combination hollow stem auger and air rotary drill rig was used during monitoring well installation to avoid premature subsurface refusal.  Altamont completed all project goals within an aggressive time table and within budget in order to achieve the client’s objectives.
