Brownfields Site Redevelopment

Songbird Development Group, LLC (Songbird) purchased the Former French Broad Chevrolet site in September 2006. In advance of the property transaction, a Phase I Environmental Site Assessment (Phase I ESA) was conducted. The Phase I ESA identified petroleum hydrocarbon soil contamination from three 560-gallon leaking Underground Storage Tanks (USTs) removed from the subject property in 1999. The party responsible for the soil contamination could not be located.
The site was submitted to the Land of Sky Regional Council for a determination of eligibility to receive Community-Wide Brownfields Assessment Grant funds from the Regional Brownfields Initiative. The site was determined to be eligible and was ultimately selected for grant funding.
Altamont completed the assessment for the Land of Sky Regional Council. To assess the site, Altamont performed a Limited Site Assessment as required by the DENR UST Section. The Limited Site Assessment allows lenders have a better understanding of the potential risks associated with the property and may allow Songbird to complete additional renovations to attract tenants to help further revitalize downtown Marshall, NC.
