Construction Monitoring and Inspection of Erosion Control

The North Carolina Department of Environment and Natural Resources (DENR) approved the use of coal ash as beneficial fill for a construction project located in Western North Carolina. Surface Water Quality, Aquifer Protection, and Erosion control measures are extremely important aspects of the project. Altamont is providing construction observation of the work associated with the placement of the fill.
Altamont reviews all construction practices for environmental regulatory compliance specific to erosion and sediment control and water quality protection. In addition to permit compliance observation, Altamont provides a status report on the site on a semi-monthly basis. Altamont identifies any erosion and sedimentation measures that are not performing adequately, and recommends solutions to prevent the offsite migration of sediment in the event that a repair or additional erosion control measure is needed.
Altamont monitors the placement of the ash to verify that groundwater, surface water, and property line buffer requirements are maintained. During periods when the water table is at its seasonal high, Altamont gauges monitoring wells to confirm the separation distance between the water table and bottom of the coal ash placement. Altamont also observes the condition of each erosion and sedimentation control measure to verify design dimensions and the adequacy of each measure. Altamont also identifies areas where better practices or improved vegetation would prevent the offsite migration of sediment. Altamont provides a written report with a summary of compliance and a status report on the erosion and sedimentation controls at the site and coordinates the information in the report with the project owners.
