 Altamont provides environmental consulting services to three potentially responsible parties (PRPs) at the Chemtronics site; a complex 1,100-acre US EPA Superfund and state RCRA site in the Asheville area. The site was used for specialized manufacturing of explosives, incapacitating agents, and chemical intermediates for nearly 50 years. The site is regulated by both the EPA Superfund Section (CERCLA) and the DENR Hazardous Waste Section (RCRA). Altamont’s initial role was to operate and maintain two groundwater remediation systems, as well as the capped disposal areas. Since initiating work on the project, Altamont’s role has expanded to include management of all site environmental activities, regulatory negotiations, and coordination of the PRP companies. The annual contract value exceeds $300,000. Investigation of the Chemtronics site is ongoing and interim remedial measures are underway.

Site characterization and refinement of the conceptual site model have been particularly challenging at the Chemtronics site due to the complex site geology and the numerous constituents of concern. Altamont has utilized innovative investigation methods to characterize the saprolite and fractured bedrock aquifers. We have also implemented specialized maintenance procedures to improve the operation and reduce the cost of the interim corrective measures. Additional challenges occur as a result of oversight by multiple regulatory agencies with varying perspectives regarding the environmental assessment and remediation processes.
