Altamont provides on-going technical expertise to Polk County in several areas: financial and planning assistance related to solid waste management, environmental investigations, groundwater resource consulting, and GIS mapping. The annual value of these services exceeds $125,000.

Historically, expenses associated with the County’s solid waste management program exceeded revenues by 33-percent. Altamont recently provided a detailed options analysis and recommended modifications to the County’s Solid Waste Management Program. Altamont then renegotiated waste handling and disposal contracts on behalf of the County, and established a “break-even” method of solid waste budgeting for use in the future.

Groundwater and landfill gas monitoring is required at two closed County landfills, and includes 18 monitoring wells and springs, as well as five domestic wells. Altamont completes the semi-annual monitoring and reporting on behalf of the County. We provide GIS services to the County, assisting with infrastructure and land use planning. Additionally, we assist the County Planning Board on technical matters related to groundwater utilization and management, as ever increasing rural development has taxed groundwater resources of the County.

challenges

Though each task has its unique challenge, a technical challenge addressed by Altamont involves groundwater quality impacts at one of the closed municipal solid waste landfills. The 17-acre landfill site is on a parcel leased from a major pulp and paper company. Groundwater contamination was identified at the property boundary and nearby domestic wells were threatened. Altamont designed and installed a system to protect domestic wells and has negotiated, on the County’s behalf, with homeowners, land owners, and the state regulatory agency.
